I am directed by the Minister of Munitions

to refer to your letter 16295/17) of the 15th.
February, transmitting a copy of a telegram
from the Governor of Hongkong, regarding ship-
construction in that Colony.
I am to state, for the information of
Mr. Secretary Long, that all available ship building
machinery is at the present time required by yards

in this country, and that in these circumstances the
Minister does not anticipate that he would be able to sanction the supply of any plant for the purpose mentioned.
In the absence, horever, of full details as to the machinery
required, and as to whether, if it were supplied, the materials required for shipbuilding could be obtained from other sources, it is not possible to give a definite reply
on this point.
